What's the real risk to plan for?

The mountain road transfer, not the town. The ~65 km / 1.5–2 hr drive on Hwy 544 leaves the PV safe zone through non-carve-out Sierra — the hold reason — and fog on narrow roads makes daytime, licensed transport essential. What is there to see in the colonial town?
